Important announcement regarding landing refusal (April 1)

Tonight, the immigration Office announced that it would extend landing refusal contries.

Here are a few points to note.

1、 Special treatment of permanent residents, spouses of Japanese, spouses of permanent residents

Those who have these statuses of residence, if you leave with  “a special re-entry permit” or “re-entry permit” until April 2 (that is, only tomorrow), you will not be denied landing if you return from a country or region that has been denied landing.

However, even if you have these statuses of residence, and if you leave Japan after April 3, you can NOT return until finishing the landing refusal.

Please note that the “a special Re-entry Permit” has an expiration date of one year, and the “Re-entry Permit” has an expiration date of up to 5 years

If the re-entry permit expires, even if you have a permanent resident, you must lose the permanent resident, and the application to get a resident status will start from zero.

2、Special permanent residents are not grounds for refusing landing

Originally, Japanese people do not fall under the grounds for the refusal, but it is specified that special permanent residents will do the same.

3、From April 3, the landing will be denied in a fairly wide range of countries and regions.

○ Foreigners who have stayed in the following countries / regions within 14 days before the application for landing:
・Asia: Indonesia, Singapore, Thailand, Korea, Taiwan, China (including Hong Kong and Macau), Philippines, Brunei, Vietnam, Malaysia
・Oceania: Australia, New Zealand ・ North America: Canada, USA
・ Latin America: Ecuador, Chile, Dominica, Panama, Brazil, Bolivia
・ Europe: Iceland, Ireland, Albania, Armenia, Andorra, Italy, United Kingdom, Estonia, Austria , Netherlands, Northern Macedonia,
Cyprus, Greece, Croatia, Kosovo, San Marino, Switzerland, Sweden, Spain, Slovakia, Slovenia, Serbia, Czech Republic,
Denmark, Germany, Norway, Vatican, Hungary, Finland, France, Bulgaria, Belgium, Poland,
Bosnia and Herzegovina, Portugal, Malta, Monaco, Moldova, Montenegro, Latvia, Lithuania, Liechtenstein, Romania,

○ Foreign nationals holding a passport issued in Hubei Province or Zhejiang Province of China
○ Foreigners boarding the Westerdam from Hong Kong

Until now, only parts of China and South Korea have been refused landings, but from April 3, the whole country is targeted.

4、In principle, the application for a certificate of eligibility for a foreigner who has been denied landing will be suspended.

If you have already applied for a Certificate of Eligibility application and are later under the denied landing, your application will be suspended.

For example, if a Korean citizen has applied for a Certificate of Eligibility for “Technology / Humanities / International Services”, this application will be stopped, no matter where he is from in Korea.

Therefore, accepting organizations such as companies need to reconsider their schedule in consideration of the fact that the application is stopped.

Landing denials are expected to continue over the next few months, so people/companies calling new foreigners to Japan from abroad must make a major change.

5、If you have already departed with “a special re-entry permit” or “re-entry permit”, be aware of the deadline.

A foreigner who has already departed with “a special Re-entry Permit” or “Re-entry Permit” and who is abroad will expire the re-entry permit within a few months or will expire your resident status, please consider returning to Japan on April 2, that is, tomorrow.

You need to be careful because you only have one day.

Otherwise, if your re-entry permit expires during your departure or your status resident expires, your status resident will be lost.
It is necessary to start from 0 with the application for a Certificate of Eligibility.

Of course, the specially submitted material may be very simplified, but the application for the certification of eligibility will be suspended until the landing refusal is lifted, so it may mean that you will not be able to obtain a status of residence for a while.

If you do not want to lose your status of residence, return to Japan on April 2.
